It is not only a view thing, since it can be used as an outline mode.
Therefore I think I prefer it as it is.
It is "View" as in "Dialog View", the same as "Toolbars". If "TOC"
doesn't belong to "View", then so does "Toolbars". Actually, maybe both
of them should go to "Tools".
