OK, OK, let's try to get back to speed :)
This still does not tell me why nomencl.sty is not there. What TeX
distribution is on the machine?
To get back to the original point (because, being old as I am, I am
not sure whether I made this point already): instead of distributing
packaging files that we do not own and which we will not be able to
maintain correctly, the goal is for primary features to only use
packages that everybody has. nomencl.sty was supposed to be in this
family.

Gods, if your that old, your probably as old as I am.... :D
The info fink has on ther package is:
tetex-base
Base programs for a teTeX installation
Installed: 3.0-1002
Unstable: 3.0-1002
Stable: 3.0-1001
Binary: 3.0-1002
TeX takes a text file and a set of formatting commands as input and
creates a typesetter independent .dvi (DeVice Independent) file as output.
TeTeX includes higher level formatting packages such as LaTeX, since
TeX by itself is not very user-friendly.
