The latter is wrong. LFUN_PASTE cannot paste as paragraphs. Similarly, the 
middle mouse button does always paste as lines.

Correct.

It gives a hint what "as paragraph" means. I think we should keep it (it is 
in a submenu that is rarely used), but have no strong opinion. I also 
think that we should move the shortcut C-M-v 
from "primary-selection-paste" to "clipboard-paste paragraph", and keep 
the shortcut C-S-v for "primary-selection-paste paragraph". Any objection 
to that?
