OK, I see why this happens. Try this one instead (note that part of
the previous patch has already been applied).
That makes it so that shortcuts are seen only when invoking functions
via the menu or toolbars.
I am noticing an issue with dialogs that arises with this patch (and
not without). When using the keyboard, opening document settings and
then dismissing works fine if the Document menu has never been
opened. But if it has been opened, then opening document settings and
dismissing results in the Document menu being highlighted (but not
dropped down). The only way to get rid of this highlighting is to use
the mouse to click open a menu. (This behavior does not happen when
opening document settings with the mouse.)
This is an issue for any dialog in the first level of a menu (but not
for drop-down sheets such as File > Open, and not for the LyX menu),
including File > Print, Edit > Find & Replace, Edit > Paragraph
settings, etc.
