Yes, that seems like a reasonable release criteria.
This seems very interesting to me. Our current performance on the mac in particular is a shame (especially seeing how fast xforms was with exactly the same core).
André committed the first proof-of-concept, with one known bug: cursor leaves wrong background color in colored insets. Give it a spin, and report back whether it helps.
