There are going to be more Windows users of KDE4 than of LyX, so expect the intersection of the two sets to be a large subset of all LyX-on-Windows users. And anyway, as Georg points out, the problem is not gcc per-se. It's a problem of fundamentally different handling of locales on Linux and Windows.
