I am not too sure about the situation in Taiwan, but the patch you are
refering is not the most appropriate one.  It is the patch to make LyX
a client of Chinput rather than X11 so that the user inputs are filtered
through xcin.  But xcin is an Input Method server capable of communicating
with X client by itself.  So Yu-Chung Wang's patch which implements the
communication layer and other editing facilities to LyX is the recommended
patch.  Besides, he said that his one is a part of a certain linux project
which may have its own home pages.
Meanwhile, I have informed from Hung-Chi Chu that there is an X11R6 XIM
compliant wrapper to xcin.  Gimp and gtk+ users in Taiwan are happily
enjoying the Input Method server interface.  If someone write an XIM/XOM
compliant Chinese patch, this one may be the choice.  You can look at
Kawakami's Japanese patch which is almost XIM/XOM compliant.
