I'm sure you're familiar with my bias now, but I'd rather be correct. If LaTeX
allows it, and it's not hard to let LyX allow it, then why *not* allow it? I
have said "why would someone do that" and not bothered to code something into
reLyX, only to have it come back to haunt me later. LaTeX is used for tons of
different applications, and it's hard for one person to think up all of the
possible uses for it.

The only reason I can think of for not having subparagraph* is that it makes
the menu of layouts one line shorter. While I agree that it's nice to have a
shorter menu (for convenience as well as making it less intimidating for
newbies, perhaps) I don't think that's a good enough reason.

In any case, 1.1 is going to get rid of the separate * layouts (isn't it?)
