In fact, the change has been made because, under reasonable
conditions, paragraphs and subparagraphs are not numbered. However,
now that I think a bit more about it, they will be numbered provided
that secnumdepth is high enough. So maybe the right thing to do is to
re-introduce them in stdstarsections.inc, even though they do not seem
to make sense at first sight.

So, do we want to be 'reasonable' or 'correct'? Are there many people
who would like to have numbered (sub)paragraphs (i.e. use more than 6
levels of numbering)?
