I don't quite understand.  We have class/layout files, which permit choice
of a "documentclass" that will redefine environments, etc., behind the
scenes.  Alternatively, you can input specific changes in a LaTeX
preamble, without changing documentclass.

Right now, using "set environment as default" you can save one specific
LaTeX preamble, so that it will appear in each new document.  

Are you talking about a facility that let's you save several different
LaTeX preambles, and choose which one you want to use in a new document?
