FWIW, my linuxmafia.com knowledgebase includes a bestiary of all known
MUAs available for Linux.  Sadly, the page's emphasis has always been
breadth of coverage rather than depth, and I can't say I've put much if
any emphasis on sufficiency of crypto support, but nonetheless it might
be useful as a point of departure for your explorations:

Generally speaking, you are going to encounter the annoyance of GPG
support requiring add-ons / extensions / modifications, presumably 
for many reasons including MUA authors not wanting the base MUA package
to be banned (or prosecuted) in militantly backwards countries.  That's
my guess, anyway.

If you'd said graphical, I'd have suggested starting with Claws Mail.
(Initially, I assumed based on the citation of Kmail you'd be looking
for something similar.  Then I belatedly paid attention to your Subject
header and opening sentence.)

CLI, not so sure.  mutt's GPG integration works well enough for me, but 
I've not compared with alternatives because I've been a stick-in-the-mud
(stick in the mutt?) mutt user.  I guess you could try Paranoy, if not
mutt-enamoured.
