Greetings, The difference between restarting after a regular software update and a release update is that the latter usually requires a restart just to be safe. For example, 14.04 -> 16.04 is two years of software updates. Open source software really evolves in that timespan. So if it is just a few updates, I totally see your point. But for something as massive as a release update, to be safe, you should restart.
