This may be a dumb question, but why not "fall back" to wiki.ubuntu.com?
Is it an internationalization issue?

I know it isn't as nice to have
wiki.ubuntu.com/IranianTeam/SomeDocumentationPage

instead of
wiki.ubuntu.ir/SomeDocumentationPage

But maybe that is a reasonable trade-off given the circumstances?
