Hi Brian, Looking at the whois information for the ubuntu-ca.org domain, it seems that it as been updated recently. I suppose that you have access to it, so point it to another server for the time being... I could even provide you with temporary hosting if you would like.
As for the broken theme, i noticed it when i tried to use it myself for Ubuntu Quebec.
