There are two different processes: installing the OS and running the
OS.  Xubuntu requires only 198 MB to install and 128 MB to run [1].
That it does not load (install?) properly make me suspect something
may be borked, e.g. the media, the drive, something else.

Some solutions:

1) try puppy linux or DSL or Knoppix

2) try the Alternate CD for Ubuntu or Xubuntu and install the server.
Once the server version of Ubuntu is installed, you can install any
number of GUIs.  For exampe, to install Xubuntu:

$ sudo tasksel install xubuntu-desktop

for Ubuntu:

$ sudo tasksel install ubuntu-desktop
