No. If config that is selecting and config that is being selected are both tristate than if the former is chosen as a module, the latter will be selected as a module. From Documentation/kbuild/kconfig-language.txt: select <symbol> […] can be used to force a lower limit of another symbol. The value of the current menu symbol is used as the minimal value <symbol> can be set to.
