Tzafrir, some modems have dual behavior: As a USB storage and as a modem. The time it takes to init as a modem is due to the USB storage notice that it's not being used IIRC.
See the manual of your modem how to turn off the usb-storage thing and write it to it's ROM (or whatever), then it should be quicker.
