Actualy NDS is pretty open about this. Their cards contain both a 
smart card (memory for decryption keys) and a proprietary decoder chip.

Therefore you cannot take their card and put it in a standard decoder,
at best it will read the keys, but it won't be able to do anything 
with them. Nor can you put a regular card in a YES box. Again at best
it would have keys, but no decoder.

If you want the function it would be best to contact YES and NDS
directly. They won't help you build a PVR, but if enough people ask for
a decoder unit with a unencrypted video out and a control port, they
might offer them to their customers.

You might also consider writing to keneset. If Israel's copyright laws
were changed to support paying customers having PVRs, instead of the
current laws which support the "all CD/DVDs 10 NIS" shops that pop up
near bus stations, we'd have PVRs.
