I'd say that an amuta assumes membership dues, and whoever pays should
be able to vote, whether he/she does anything or not.

Which leaves us with a chicken-and-egg question of who is going to
vote for the first Treasurer who will collect the first dues? The
obvious answer is, the first three or more individuals who'll pay for
their own refreshments during the founding congress of the amuta will
vote for the President, the Secretary, and the Treasurer, the news of
event will be posted to linux-il-announce, and the masses will either
follow or not.
