But you did ask for elections, and if memory serves, the most powerful (if not the biggest or the oldest) democracy was started from linking the two... I'd say that an amuta assumes membership dues, and whoever pays should be able to vote, whether he/she does anything or not. Which leaves us with a chicken-and-egg question of who is going to vote for the first Treasurer who will collect the first dues?
