(don't confuse and IDE with a compiler)
Try XEmacs. Take some time for the tutorial.

Some of the mirrors of Mandrake also have an SRPM subdirectry, which holds
the source rpms for all of the packages.

KDevelop serves here mearly a frontend to gcc. Actually - those files are
not in the gcc package itself, but rather in the accompanying libstdc++
package.

You should install the approriate *-devel package (for instance -
libstdc++-devel), which comes on the installation CD. Of course - if you
installed anther version of libstdc++ you should use its files.
