I'd say that it is. Though with the crm shell you really don't need to know anything about XML. You won't gain anything by downgrading to 2.1.4. The pacemaker/CRM is not easy on newcomers and the learning curve is quite steep, unfortunately. However, the Heartbeat v1 is not supported anymore by the developers, though you can still get some help from the community.
