This is the comment I submitted to MEPA:

The record submitted provides no documentation for the need for what appears to
be a speculative commercial project.
The expansion of private jet traffic at Hanscom is inconsistent with our local
efforts to reduce the use of fossil fuels and to protect the environment.
The expansion of emissions-heavy, private jet traffic will despoil wildlife and
natural habitat in the Great Meadows National Wildlife Preserve and the Minute
Man National Historical Park. It also endangers human beings enjoying these
preserves.
A fuel tank farm will endanger the residential neighborhood around the proposed
project.
Whose interests does MassPort represent? Its own financial interests at the
expense of local Massachusetts citizens? The interests of speculative
commercial businesses at the expense of local Massachusetts citizens, their
families, and their children?
The MassPort website states that MassPort “is dedicated to the vibrant
neighborhoods around us.” If that is true, MassPort should not be promoting
the expansion of the private jet facility at Hanscom.
Expanding facilities for private jet usage is inconsistent with the goals set
forth by MassPort in its Climate Action Plan: Net Zero by 2031.

Even with non-fossil fuels still are facing an environmental assault with the
proposed development.
there will still be 445,000 sq. Feet of impervious surface-black tarmac.
There will still be the elimination of hundreds of trees and a vastly reduced
carbon sink.
There will still be 767s hurtling over homes, Great Meadows, Minuteman National
Historical Park.
There will still be fuel farms adjacent to a residential neighborhood.

Perhaps we can be more bold and consider limiting the use of private jets such
as these, the type of customers Massport seeks to attract.

I don’t think any local, county or state government has ever found a way to
limit aviation use of fossil fuels at any airport in this country.

I believe this could set a national precedent.

Chris—simply stated— this is not enough. I am sorry, to be so blunt. This is a
fall back position, in my opinion. You need to go in with a full effort
against expansion & negotiate from there if you must. I’m surprised and
disappointed. Please rethink your strategy! This one is not strong enough to
win, and you never start a negotiation from a fall back position, right?
Unless you plan to lose.

“I?ve been working with Senator Barrett and other local leaders on a response
to the large North Airfield expansion. This project aims to create 495,000
square feet of hangar space for corporate and private jets on the north side of
Hanscom Field. Massport and the developers have expressed concern for the
environment and indicated it will be done in an environmentally friendly way.

We plan to hold them to their word and are asking the state Executive Office of
Energy and Environmental Affairs (EEA) to require that all aircraft based in
the new hangars operate entirely without use of fossil fuels.

One option this would leave the developers is to base electric aircraft here.
While not quite here, there are about 200 companies trying to produce electric
aircraft and some are very close to production.

Area leaders and residents have many concerns about this project but we are
staying laser focussed on the climate change impact resulting from expanded use
of private jets. We think this is our best strategy based on experience from
many previous expansion projects.
