Peter: R is for full measure rests. Very likely, the examples from the Learning Manual to which you refer contain shorter rests, less than a full bar's duration. For them, indeed you should use "r," which prints a normal rest symbol according to the rhythmic value.
Full-bar rests should appear with the same symbol, no matter the bar's duration, and the symbol should be centered between the barlines (whereas normal rests align to their metric position in the bar). The first bar of your example is, in fact, a full-bar rest, so you should use full-bar syntax. hjh
