This looks like a job for system-system-spacing (or
maybe staff-staff-spacing):
\paper {
system-system-spacing = #'((basic-distance . 12)
(minimum-distance . 8)
(padding . 1)
(stretchability . 60))
}
Try twiddling with the values to get what you want. The values written are
the defaults. Here is some documentation:
