Yes, writing semantically correct notes, like this:

c''2 \( ( b'4 )  c''4 \)

I can't think of an instrument or musical style where your input makes
sense.

If that note should really be tied (i.e. a held note) then you'd need
two separate voices, like

    {
      \voiceOne
      c''2. ~ c''4
    }
    \new Voice {
      \voiceTwo
      c''2 ( b'4 )
    }
  >>
}
