It's a question of absolute values, not relative ones. A fourfold increase from an acceptable value to an acceptable value is acceptable. Due to browser caching, you will not download the manual that often, only if you use a new machine, or your browser cache filled too much and you had not consulted it in a while. If you consult the documentation locally, you will download it only once. And again, it's not like the NR PDF was unusable when it was ~35 MB in LilyPond 2.18. What alternative would you propose? (FYI, your mail client is still repeating the subject.)
