I used the IssueExporterTool way back in March. The JSON file contains only references to images; you have then to write a script to process the JSON file, extract the urls, and somehow reattach them to the Issue posts after the Issues have been loaded into a DB. Maybe not too difficult, but I've not tried it. Fortunately Allura does all this automatically, although it does take 36 hours, probably due to a activity-limiting control.
