Default is 0.5 as you suggested.

Regtest has 1.5.


I did see Patch 5 and it looks good to me.

cooking a change, and I resisted.

Oh, perhaps you
mean that "If we add a section on skyline-horizontal-padding to the NR, then
we can make skyline-horizontal-padding bigger".  That seems to make sense.
