I'll argue once more for putting the override to sklyine-horizontal-padding in 
the reg-test for skyline-horizontal-padding, so you can use a default tuned to 
realistic use.

A default of 1.2 strikes me as rather large, although the three files I checked 
last evening do alright 1.2.

We should err on the side of too low a padding, at first.  Users suffering from too much 
interleaving have some hope to find the override by searching for 'interleaving' or by 
searching 'padding' and sorting through the results.  Users needing to fit music (that 
looks just a bit more interleaved than stem-estimation length.ly) will look to the 
Notation Reference section on "fitting music onto fewer pages".  Let's teach 
sklyine-horizontal-padding in that doc before making the default anything that a user 
might want to reduce.
