Copyright owner may explitly waive any requirement. E.g., this could be
the LICENSE file in Mr. Dupuy's source code tree:
Copyright (C) 2018 George Tirebiter. Copyright owner grants access to
this work under the terms of MIT License starting effective January 1,
2020, with the additional provision that MIT License's requirement to
retain a copy of that licence's text ("this permission notice") stated
in MIT License paragraph two is hereby waived.
But, you know, if you're going to have ASCII file LICENSE in the source
code tree, why not just put MIT License under the copyright-owner's
grant of permission? Good grief, it's only about 10-15 lines. Unless
this is a licence for a haiku, that doesn't seem very burdensome to me.
