It is interesting that there are failures under GNU/Linux.
This is what I get on my MinGW Windows install which is sharing the
same libtool source tree via CIFS but does not have any 'git' program
available and might misbehave if it did. The install does have an
available Autoconf and Automake but not of the same vintage used to
bootstrap the directory.

Please make it so that it is possible to use a source tree which has a
.hg directory even if there is no 'git' program available and even if
autotools are not the exact same version used to bootstrap the tree.
There is no telling what this command is trying to do but it seems
doubtful that it has anything to do with 'make check'.
