Currently, we are not able to immediately switch from Light to Dark mode and
vice-versa while LO is running, and, at least on Windows, currently requires a
restart; that is bug 170083.
And yet - Dark Mode is a button on the Notebookbar, in multiple modules. When a
user clicks it, on platforms where a restart is necessary - the user gets no
feedback, and would just experience the button supposedly doing nothing.
We must, therefore, add some sort of an indication of the need for a restart.
This can have (at least) two forms:
1. A dialog notifying of this fact and asking the user whether they want to
restart.
2. A note in the button's tooltip
The first option would be the most noticeable and in-your-face, and I would
rather we had that; but the second option is extremely easy to implement, so it
is probably best to start with that for now.
Obviously, the best thing to do would be just fixing 170083, but this is not
going to happen immediately, and in the mean time we should avoid a confusing
experience for the user.
