i've read your message just in time to be able to include your tip into
my current build.

accoring to the book util-linux-ng is build *after* e2fsprog. thus i
just had to add the --with-fsprobe=builtin to util-linux-ng and after
booting i'm happy to find all four flavours of /dev/disk/by-*


as you did, i updated util-linux-ng to 2.15.1 (using the instructions
from the 2.14.2 in the book). same with e2fsprogs: i use the
instructions from the book for 1.41.5 with the newer 1.41.6.

thus i'd propose to update the book to e2fsprogs 1.41.6 and
util-linux-ng 2.15.1 adding the "--with-fsprobe=builtin" to the
configure for util-linux-ng.
