Autoconf itself certainly is just a tiny package, but it also requires
several additional Perl modules that are not currently not built there.
Of course, by "there" I mean "in /tools".
I'll try to quantify how much missing the different packages affects
the test coverage. Unless Chris has done this already.
No, I've just been looking at dependencies...haven't actually kept track
very much of exactly *what* each dependency affects.
