Thanks for pointing out that the problem exists. What's your proposed
solution? Sed out installation of zsoelim from Groff Makefile?

Let's discuss this. The explanation below is true, but unsuitable for
the book. Please reword.
The RedHat approach has not been considered because:
1) RedHat doesn't have a bug-free implementation of their approach
(their Groff inserts spaces into the wrong place, e.g. after the first
letter of a word, as if there's some off-by-one error)
2) RedHat approach means that manual pages can no longer be converted to
PostScript using a command as simple as "groff -Tps -mandoc <manpage.1
>manpage.ps"
3) RedHat approach doesn't work at all with non-UTF-8 locales
4) RedHat approach would make BLFS adapt instructions for every package
that installs non-English manual pages, in order to convert them to UTF-8.
