Most likely due to the original plan including a means of either
transferring the system or of remotely finishing the system. There was a
lot of POC stuff in there and I agree that it should now be removed.

I can foresee the possibility, but if it is at all avoidable (like by
means of backporting patches) then I hope the collective decision is to
avoid it.
