Phill, If a manager makes a mistake, then of course he should take the blame. Wise certainly isn't blameless, but I think we have to be balanced on what can and cannot be deemed his fault entirely. He is the 4th manager (barring caretakers) to take charge of this team since DOL left - neither Venables, Reid nor Blackwell could do anything with it - and some people would rate them as good coaches / managers before they took the poisoned challice. I don't think he's worse than any of those, and I think he has the potential to do a good job, given time.
