He guessed. Also, the time between the cross and the deflection going in meant he had to raise his flag after the ball was in the net. He may have thought Viduka was offside and interfering (I believe that was a requirement back then) when the ball was crossed, but Brown got there before Viduka and therefore, in my totally biased opinion, giving a marginal guess in that situation was wrong.
