Althought wince interface is quite well developed, one thing missing
here is a PDA communications package for Lazarus. And it will have to
be partly reimplemented on each widgetset.

Oops, maybe I worded my email wrong. "Interface" was not the correct
word to use. I meant, I want to run my apps on a WinCE PDA.  Timesheet
software or Communicating with devices built into my PDA (for example
GPS via the serial port). Not the communication between the PDA and
the PC.  Currently I used ActiveSync under Windows or enable the Flash
Drive option on my PDA, and copy files onto the SD card directly
(cross platform).

As for the emulators. I think a lot of people first test on the
emulators, before trashing their own actual PDA's. At least, that is
what I would do. :-)
