I wonder what would be the best way to distribute the libqtintf.dll / so.

Since applications using qt-lcl will need this library, the standard
linux way is to create a rpm for it. The standard unix way is to make
a tar.gz with make / make install.

The standard windows way is to just put on the installer.

For Mac OS X Phil is preparing a bundle.
