Please update your Lazarus SVN copy. Line 110 of this file hase exactly pt_BR value since r29245.
I see no pt_BR or pt_PT or other portuguese language reference there. Simple 'pb'. How this function and associate functions will "guess" that the files to loaded are the ".pt_BR.po" ones.
