If you look it up on Google, it is shown as September 29 for 2018. I agree if it really going to be celebrated as International, then one date should be chosen. However, to make lace outside to attract public attention, one date doesn’t necessarily work for the whole world as summer here, is winter down under.
July 1 is Canadian national holiday so many people are out and about taking part in celebrations and not thinking about finding somewhere to make lace.
