An interesting data point: I saw one project release language support for a language where their translation was actually less complete than our unreleased version was for the same language. But I think the key thing is to have an active volunteer working on the language. If we release a partial translation that no-one is working on then that means the translation is untested and we have no idea what the quality is. (One translation can be 99% done and be low quality while another is 80% done and high quality, right?). However, it would probably help grow translation communities if we make test langpacks for all languages, to encourage feedback.
