Microsoft sells Office in 35 languages and then has free Language Interface Packs that can be downloaded to support many more languages. We have many other languages (over 100 total) in a state of partial translation, but we don't release them as binaries. This is a change in how the project works. In the OpenOffice.org days binaries would be released even for partial translations, if they were 90% complete (or some similar criterion -- I don't recall the exact number). Some project still do that, and release partial translations. But the user experience for that was not so good. So we now only release complete translations.
