The criterion was: UI 80% complete to ship a full localized build. But langpacks were released for almost all languages.

So we now only release complete translations.

This is correct. But I've seen the (false) "OpenOffice dropped 70+ languages" statement so many times that I wonder if it makes sense to lump together all partial translations in a langpack and make it available (maybe not as a release, but as "development material", not advertised on the main site, like our development builds).
