Actually we don't use these UN M.49 numeric area codes, but the ISO 3166
alpha-2 country codes instead.

As the main default locale I'll add pdt-CA

No problem, I'll add a user-defined ID.

Unless specifically tailored it will use the Unicode collation algorithm
via ICU.

All except the calendar day and month names can probably be inherited
from en-CA using the reference mechanism.
