If I understand, what you are trying to do is make these two extensions the analog voicemail ports.
DIL 1:N will not follow any forwarding (since it is possible to have it ring in multiple places). It sounds like you have a TD1232 or TD816 (if not, let us know what system it is), so I would try "Intercept Routing" aka "IRNA" . Put the two extensions into an extension group as you mentioned, set that group hunting type to "voicemail" and Put all the trunks into one group, then set the IRNA for that trunk group to point to the first extension of the ext group. Programming codes: CO group assignment 401 Group intercept (IRNA) extension Day- 409, Night- 410 Extension group assignement- 602 Hunting type per group- 106 Intercept transfer time- 203 (this is important, default is set to 12 rings, I usually make it 4) Also you may want to put a single line phone on those two extensions and do a "station clear"- press Intercom 790, that will clear any odd features that had been set previously that might interfere with voicemail operation. There is also a code for "data secure" that prevents any odd beeps from coming through, but I forget what the code is for that.
