A VOIP line will not be acceptable for Fax traffic. If the customer can use the fax-over-email service many VOIP providers supply, it may not be an issue. But plugging a fax machine (or any other modem) into a VOIP phone port sure won't work. Way too much timing jitter and compression artifacts for the modems to maintain sync.
