Thank-you thank-you. 20v works. 

Note to others: The Sipura seems to recognize the PSTN line status when
it feels like it. I lowered to 20v and placed a test call which
immediately worked. I then unplugged the KXT line from the Sipura and
plugged it in again later and it didn't work. Powercycling the Sipura
did the trick.
