If you go into the service settings of the voice mail and enter "wcid" (wait for caller ID) followed by 0 this will stop the voice mail waiting the standard 5 seconds before it answers

If it does, then check to make sure there are no delays in 411-413 for the port. Hang a s/l set on the port and call in. Outside of that, there's not much else you can do, and yes, it can be programmed from a phone as long as the VM is behaving.
